Bio:
The European Civil Affairs Division (ECAD) was created in 1944 to manage the administrative and operational functions of Civil Affairs (CA) personnel in the European Theater of Operations. CA is a component of the U.S. Army that works at the social, administrative, and political levels to support governments and populations, and to implement peacekeeping mandates. CA units are part of both the active and reserve components of the U.S. Army.
