Bio:

Billy Payne was a Seminole Negro Indian Scout who was born in Mexico. He had black eyes, black hair, and a mulatto complexion. He stood 5’8”. He first enlisted when he was 25.

He completed 4 enlistments, serving from January 1, 1893 to January 13, 1895. He served under Lt. Shanks and Lt. Vestal. He was stationed at Fort Clark, Fort Ringold, Cp. San Pedro.
