Bio:
Enlisted in Fort Duncan, Texas.
Isaac Payne was a Seminole Negro Indian Scout who was born in Mexico. He had black eyes, black hair, and a black complexion. He stood 5’8”. He was 17 when he first enlisted.
He completed 24 enlistments, serving from October 7, 1871 to January 21, 1901. He served under Maj. Bliss, Cpt. Beyer, Lt. Cranston, Lt. Parker, Lt. Bullis, Lt. Jones, Lt. French, Lt. Cunningham, Lt. Kendall, Lt. King, Lt. Dickman, Lt. Shanks, Lt. Vestal, and Lt. Hall. He was stationed at Ft. Duncan, Ft. Clark, Cp. Myers, Cp. Neville, Cp. San Carlos, and Ft. Ringold.
On April 25, 1875, Isaac Payne was nominated for the Medal of Honor, along with Pomey Factor and John Ward for saving Lt. Bullis. On July 28, 1875, he was declared a deserter at Ft. McKavett. He left the field command 3 days beyond expiration of enlistment but returned to Ft. Clark and reported for duty. He was formally discharged on February 28, 1876.
He died on January 12, 1904 and interred at the Seminole Indian Scouts Cemetery in Brackettville, Texas.
